Most February trips get planned around the calendar instead of the weather. We set ten years of weather records against this week's hotel prices, and these are the cities that come out on top. Siem Reap averages 27°C with almost no rain, and a night there costs a median $38. Chiang Mai is 24°C with almost no rain for $54. In Hanoi you get 18°C and 48 mm of rain for $58.
